Sept. 30, 2006 Meeting Minutes

The meeting was convened at 10:00 AM on Sept. 30, 2006.  Stan Ross, Bob Gauthier, Bob Lazzarini, Don Clauson and Linda Hamil were present.
1.  Further Discussion of Land Modifiers.  A review of the 357 parcels having modifying factors that reduce assessed values showed that 31 were parcels owned by charitable organizations or certified for Chapter 61AB (LUC 600’s, 700’s, 800’s and 900’s).  These parcels are either exempt from taxes or generate very little tax revenue and the modifiers have no effect.  Nonetheless the Assessors decided that these modifiers should be accurate because when the land is conveyed or its status changed, those modifiers automatically would be applied to the land in its new status.  However review of them was deferred to the end of the process because they don’t affect out current tax revenues.

2.  The Elephant Rock Rd., Lakeside Ave., Maple Rd. and Sunset Rd. Subdivision.  Joe Wasiuk brought in extensive records relating to this area of the Lake Garfield.  These documents raise the possibility that the town maps prepared by Cartographic Associates may be in error and, consequently, town citizens may be taxed inappropriately.  Mr. Wasiuk has communicated this to  Cartographic Assoc. but to his knowledge there has been no follow-up by them.  The Assessors were unanimous in their opinion that this was a matter that Cartographic Assoc. had to resolve it, since they reviewed  the relevant documents when preparing the maps and have committed to correct the maps of all errors identified during the first year.  Because the volume of documents is so large and complex, this matter will probably take a face-to-face meeting between Mr. Wasiuk and a senior representative of Cartograhic Associates.
